Cannabis Retail in Uxbridge

Cannabis is legal for recreational and medicinal use under the federal Cannabis Act. In Ontario, the Cannabis, Smoke-Free Ontario and Road Safety Statute Law Amendment Act, (2017) governs production, distribution, sale, consumption and possession of cannabis, including:

In legalizing cannabis for recreational purposes, the federal, provincial and municipal governments share three interrelated goals: protecting youth, public health and safety, and ending illegal sales of cannabis. The provincial government has established a regulatory framework
(O. Reg. 468.18) under the recently passed Cannabis Licensing Act, 2018 that provides further clarity on how these retail businesses will be licensed and regulated by the Alcohol and Gaming Commission of Ontario (AGCO).

Cannabis Retail

In Ontario, currently the only way to legally purchase recreational cannabis is online through the Ontario Cannabis Store. However, municipalities have the option to allow retail cannabis stores beginning in April 2019. On January 21, 2019, the Township confirmed that it will allow private retail stores. 

Retail Cannabis Policy Statement

The purpose of this policy statement is to provide a format for the Township of Uxbridge’s input to the AGCO, as well as help prospective recreational cannabis retailers in their consideration of the location of cannabis retail stores in the Township of Uxbridge.

Public Engagement Blitz (December 7, 2018 – January 10, 2019)

The Town engaged residents on whether or not they support cannabis retail stores being allowed in the Township of Uxbridge. Your feedback is truly valuable and was presented to Township Council who made the final decision on January 21, 2019.

Retail Cannabis Public Information Session

The Township hosted an information session to solicit public input, discuss issues, concerns and questions in an informal manner regarding retail cannabis. Experts from a variety of industries were present to discuss cannabis retailing.

Location: Seniors Centre, 75 Marietta Street, Uxbridge, ON L9P 1K4 at 7:00 p.m.

Financial Considerations

The Province has created the Ontario Cannabis Legalization Implementation Fund (OCLIF). This fund will be distributed as follows:

  • In early January, the first payment of $15 million will be made to all municipalities on a per household basis.
  • A second payment of $15 million will then be distributed following the deadline for municipalities to “opt-out” under the Cannabis Licence Act, which is January 22, 2019. If the Township “opt-outs” this will be our final payment for the costs associated with legalization
  • Municipalities that have opted-out will receive only a second payment of $5,000 each.
  • The Province is setting aside $10 million of the municipal funding to address costs from unforeseen circumstances related to the legalization of recreational cannabis, and priority will be given to municipalities that have not “opted-out”.
  • If Ontario's portion of the federal excise duty on recreational cannabis over the first two years of legalization exceeds $100 million, the Province will provide 50 per cent of the surplus only to municipalities that have not “opted-out” as of January 22, 2019.
